1951年5月23日，中央人民政府和西藏地方政府在北京中南海勤政殿签订《中央人民政府和西藏地方政府关于和平解放西藏办法的协议》（简称《十七条协议》），宣告西藏和平解放，成为西藏社会发生根本转折的起点。
ཀྲུང་དབྱང་མི་དམངས་སྲིད་གཞུང་དང་བོད་ས་གནས་སྲིད་གཞུང་གིས་པེ་ཅིང་ཀྲུང་ནན་ཧའེ་སྲིད་བརྩོན་ཚོམས་ཆེན་དུ《བོད་ཞི་བས་བཅིངས་འགྲོལ་འབྱུང་ཐབས་སྐོར་གྱི་ཀྲུང་དབྱང་མི་དམངས་སྲིད་གཞུང་དང་བོད་ས་གནས་སྲིད་གཞུང་གི་གྲོས་མཐུན》（བསྡུས་མིང་དུ《གྲོས་མཐུན་དོན་ཚན་བཅུ་བདུན》ཞེས་བརྗོད）ལ་མིང་རྟགས་བཀོད་ནས་བོད་ཞི་བས་བཅིངས་འགྲོལ་བཏང་བ་ཁྱབ་བསྒྲགས་བྱས་པས། བོད་ཀྱི་སྤྱི་ཚོགས་ལ་རྩ་བའི་ཁ་ཕྱོགས་སྒྱུར་འགོ་ཚུགས།
On May 23, 1951, the central people’s government and local government of Tibet signed the 17-Article Agreement of the Central People's Government and the Local Government of Tibet on Measures for the Peaceful Liberation of Tibet, (17-Article Agreement for short) in Qinzheng Hall of Zhongnanhai, which declared the peaceful liberation of Tibet and indicated the fundamental turning point in Tibetan society.
